Established in 1978, the National Council on Disability Affairs (NCDA), an agency under the Department of Social Welfare and Development (DSWD), is the central hub for national disability policy matters. It oversees and evaluates the implementation of policies and programs by government bodies, non-governmental organizations, and community groups within the sector.
